This say I unto thee upon the present proposal for prison reform, this indeed is necessary for the prisons as you have stated are overcrowded. Though thy prisons now as compared to others abroad are not really any deterrent to the criminal element in thy country basically they are to lenient in one respect and in the respect of being locked up to a certain extent twenty four seven breeds revolt and trouble for the prison warders. Thou dost not want to go back to the old system of dealing with dangerous criminals by using the death penalty as is set down in My Word a life for a life true Justice in as far as those who commit deliberate murder offences and have no remorse whatsoever. As it was in Israel of old where safe cities where created for those who committed manslaughter and had remorse for their crimes overcrowding did not exist. Then reform of thy prison system is needed especially for none violent crimes.
But letting prisoners out on a weekly basis is going to far, yes they should be helped to reintegrate into society but not in the manner thou dost propose, the best way is either to use certain prison as prison hostels where prisoners go out into the community on a daily basis to work and to contribute to their upkeep, but return at night and at week end to the prison hostel. This way they are helped in rehabilitation but also are kept under close supervision. Or to use a prison model like they have in other countries which is comparable to the prison reform thou dost propose.
The only alternative in as far as prison reform is concerned is a system like unto those abroad, for example American Prison system whereby prisoners are treated far more harshly than in this country but suffer from greater problems than in this country.
